David was introduced by Alf Stewart as head of the Project to Develop on the land near the Caravan Park. He told the assembled crowd about the project and answered questions, including one about toxic waste material by saying that the roumers had no substance. When questioned by Belle over soil samples he insisted that they had had independent soil samples done that found the site to be clean.

The council ruled in the Developers favour.
