Roger Rogers was the chairman of the surf club committee.When Rhys appealed against the surf club’s decision to award the license to let Jesse set up a bar instead of keeping the kiosk, on the grounds he was out of town at the time, Rogers headed a meeting to reassess the issue and agreed with Rhys’ request for a public vote rather than a secret ballot. Despite Rhys drumming up a fair amount of support, the committee ended up voting in favour of Jesse.
