The EzyDVD (a supplier based in South Australia) website has the fourth season DVD listed as Region 4 only, whereas the first 3 series were listed there as all regions. Perhaps it is only going to be region 4. You could try contacting the distributor, EMI, via their website (http://www.musichead.com.au) and ask them about the region coding.

Yes, Steve Rodgers played Paul on AS last night. He's previously appeared on All Saints a couple of times, in season 1 and I think season 4 or 5. Don't recall his appearance on Blue Heelers however.

Chris Bath has appeared as the newsreader on All Saints on a few episodes in previous seasons too.

Brittany Byrnes. She has previously appeared on All Saints twice, playing Jacinta Clarke (season 1) and Becky Franklin (season 3). Also portrayed Natasha in the telemovie 'Little Oberon'. She and Brooke Harman (Headland) look so similar now I often confuse them for the other!
