Does anybody know how to perform an IF function on Microsoft Excel?

I think there's also a button you can press...insert, function and then pick IF from the table thing and it takes you through it... :D

I have to write a project proposal for a report I have to write about an ethical issue in computing.

I'm doing mine on the National ID Card Scheme that has been proposed by our evil government, so if anyone knows of any good sites...

Hey i'm doing British History, after the second world war. Can anyone tell me if the lend-lease agreement is the same as the Marshall Plan?

Nope, the two were different strategies, implemented at different times. They were similar but with noticable differences. Before America joined World War Two (Pearl Harbour) they were 'officially' neutral but unofficially sent supplies, arms, machinery etc to Britain to help the Allies in the war, this was the lend-lease agreement but it was ended by the American Secretary of State Charles Marshall in 1945 who instead implemented the Marshall Plan. The idea behind the Marshall Plan was that 'America will rebuild Europe'. They lent money to European countries to help them rebuild their markets and prevent depression. Help was also given to Germany and her allies with the aim of avoiding another war and turning an enemy into an ally.

USSR and countries controlled by USSR refused to take any Marshall Plan money because Stalin felt it was an imperialist plot against his powerary of State.

Can someone help me find a thread on 'Sydney Air Pollution' seriously I've been looking and can't find anythngi good!

Don't think there are any threads here on the subject, but depending on what exactly you want to know, there were a number of articles in the paper recently about this topic.

Most recently in the Daily Telegraph, on 24 February 2006 (pg 1, 4 and 28) and 25 February 2006 (pg 9)
