She is Peyton on One Tree Hill and those photos are from the launch of the new US network The CW, on which One Tree Hill airs. They are gorgeous icons btw! Although ... I don't know maybe the need just abit of saturation. Some really nice work has been posted lately guys. Great job!! :D

Amy, I think the Hilarie ones need a bit more contrast in them, the colouring is great, just a little too washed out. iloverobbie, the banner is great! I'm so envious of your blending skills. The avatars are amazing too, I especially love the cropping, colouring and text placement on the last one! Merc, teach me to take photographs like that! Amazing work, seriously. You're very talented with a camera, and with graphics too, loved the Rocky Horror icon set thing too, one of the best movies ever. - Dougie, from McFly, my new crush And The Breakfast Club, because I love it to death. I think the only icon that actually looks decent with the text though is the Allison one, which I love. But meh.
