You can get Selective Colour, Curves etc. at this site here. It's a plug-in for Elements. :)

My first tutorial

How to get this effect: -9103.jpg

I used Photoshop CS2 ... I'm not sure if it can be done using other programs.

Open your image. I chose this one

-91.jpg

Open your picture and use whatever colouring/text/brushes you wish.

Merge Layers. My icon looked like this:

-910.jpg

Duplicate this layer.

Filter >> Blur >> Radial Blur

Set the Amount to 15.

Set the blur method to spin

Set the quality to best

OK

Your icon should now look like this:

-9101.jpg

Now using the elliptical marquee tool, create a circle of the area you want to be un-blurred.

Set the feather to 15. And hit delete on your keyboard.

Your icon should now look something like this:

-9103.jpg

Other icons using this effect:

I'd love to see results! :D And I'm happy to answer any questions.

This was a great tutorial. Following this I came up with these

Some others I made using sevenpuddings as a guideline...didnt really come out looking blueish but they still look alright.

aejdude I really like that. The colouring really suits it and the cropping is really nice.
