Yeah! I'd even say it's the best program to cap with because you cap while you play, and the video doesn't stop, you just get a preview (unless you disable it) of the cap in the corner while the video keeps playing. If you want a setting tutorial I can make it.

I have VLC,what do you do after you have taken the screencap,How do i paste it into a paint programme,or where do i find it?

I made a printscreen for you. All the caps are automatically saved in a folder. You can define which folder you want them to be saved in by changing it where I have circled in red.

You can also choose between PNG and JPG. I recommend JPG if you don't have much disc space, but PNG gives better results.

If I put a DVD into my computer, can I watch it through VLC and cap it? Or is it just for downloaded movies?

Sorry for the questions, I'm just curious. :P
