I mean she'd have to be, to become a nurse in the first place wouldn't she? It's not like she just went around knocking off all of her patients either, she was good at her job. In the episode where Cassie's grandmother had her stroke and they're bringing her into the hospital and Zoe's rattling off all of the medical jargon and practically doing Flynn's job for him. . She seemed quite upset in that ep, maybe it brought up memories of her own grandma, poor Zoe.

I think Zoe might've worked as a psychiatric nurse to discover more about her own behaviour and try to somehow help the lunatics.

Although, I don't think that bunny she burnt was a one-off, which could've been a problem. But then again, no-one in the Bay have pets, so who knows?

I mention this in the next part of my fic but I'm thinking that Eve would have been a prime candidate for a Multiple Personality Disorder. Suffering a trauma like seeing your grandmother burn to death would've been enough to make her suffer a dissociative break, creating the personality that would come to be known as Zoe. 'Zoe' probably would've been dormant for most of Eve's life, only emerging when she's under great stress, could be responsible for the bunny burning, and then the trauma of finding out Sarah died was enough to shock the Eve personality into submission and the Zoe personality to become dominant. It makes me sad when I think about where the writers could've taken this if they really put in the effort. Instead of just calling her psycho, they could have made it a really interesting storyline about mental illness.

Those reasons are why I don't think she's just a psycho - she's a misunderstood human being, who has emotions, she just doesn't use them, because, well ... she's psychotic, but that has nothing to do with it, really!
