I see both as the real Roo really, she was away for 21 years so plenty of time for her to morph from Justine Clarke to Georgie Parker rather than nip off to the head transplant clinic overnight like Pippa did in 1990.

yes since her return she's obviously been a way a while plenty of time to change, loved Justine in the role tho think she played the scenes well was really hoping that after she left she'd make a return even as a guest.
