I'd include Saul Bennett who made a big impact on quite a few characters particularly Selina, Joey and Irene from 95-99.

and not forgetting it must have inspired a further 2 cult storylines

Saul was great, I was only around 7 at the time, yet still remember him. Terriffic story line.

Btw, ter06 mentioned Penn. Does anyone know whether it's true or not at he was based on Gary? I read somewhere but not sure.
