Very true stra gilr - what she's done is hardly the crime of the century anyway in my humble opinion. Depression can affect people in many ways, and I doubt the first thing on her mind was the technicalities of the government benefits system. They're hardly perfect themselves, but manage to stay on the right side of the law (only because they ARE the law). I should know - I work for the UK government and people's well-being is not their number one priority!
